WANTED: Private, Quiet Mother-in-Law Unit for Senior Lady (73) (Bellingham)

I am looking for a long-term rental for my 73-year-old family member. She is currently living with me, but I am beginning extensive fire repairs on my home. The construction noise and dust will not be safe or suitable for her, so I am helping her find a new sanctuary.
The Ideal Place:
She needs a private space—like a mother-in-law suite, a basement apartment with windows, or a carriage house.
Must have: Private kitchen and bathroom.
Parking: A spot for one car.
Furniture: She has her own furniture and household supplies (needs an unfurnished space).
Environment: SILENCE is her top priority.
Why You Want Her as a Tenant:
If you are a landlord who values peace of mind over maximum profit, she is the perfect fit.
The "Invisible" Tenant: She is a serious meditator who spends her time in quiet contemplation. You will barely know she is there.
Clean Living: She does not smoke, drink, or use drugs. No pets.
Respectful: She is very private. She occasionally has a nice guest for a quiet visit, but never parties or noise.
Reliable: Her income is guaranteed (Social Security). She has no debt and handles her own bills.
Budget:
She is on a fixed Social Security income, and is signing up for lists that will be 30% of her income, but we are afraid she will not find a place in time. Construction starts now. I will not have a roof, or a room for her during this huge repair. If she paid $450 a month and her own expenses on the bills, that would work until she gets into a long term solution. She has been independent and living on her own, but the rent exceeded her income over the years, and she was going underwater. It was absolutely unsustainable, and she moved in with me for now, but I finally have the insurance settlement, and it will not be suitable for her to stay during the rebuild.
We realize this is below current market rates. We are hoping to find a private homeowner who has a space sitting empty and would prefer a guaranteed, silent, trustworthy senior tenant who will treat the home with respect.
