Nature of Work
The City of Bellingham is looking for an experienced field manager for our growing Public Works Natural Resources team. This newly created position will lead a team of dedicated natural resource professionals and field staff. In this role, you will have the opportunity to build on the city’s innovation and success in habitat restoration, conservation property management, wetland mitigation banking, and aquatic invasive species prevention. We are looking for a goal oriented, collaborative, highly organized manager that can elevate our natural resources field operations and programs to the next level and help us prepare for Bellingham’s future.

Responsible for the ecological restoration, conservation, management, operation, and maintenance of the field components of the City's Natural Resources programs and sites including the Aquatic Invasive Species Program, Lake Whatcom Watershed Property Acquisition Program, and Habitat Restoration and Wetland Mitigation Bank site maintenance. Responsible for management, planning, budget control, staffing and work standards. Ensures applicable Federal, State, City and regulations, policies permits and procedures are followed. Ensures safe, dependable, and cost-effective operation of the field aspects of environmental programs and assets. Directs supervisors and handles personnel functions for areas of responsibility. Assists in establishing and implementing sound business practices and long-range plans.

Ensures that management practices and maintenance standards are met for projects, tasks, and significant community engagement and public involvement. Develops relationships with staff, other departments, Tribes, Federal, State and Local governments, and individuals outside government that encourage teamwork and efficient use of resources.

The current full salary range for this position is $7,946/month - $9,626/month. For external candidates, placement within the range is based on qualifications and professional experience in accordance with City policy. For internal candidates, placement within the range is based on City Pay Placement Procedures. Employees receive step increases annually in accordance with the Teamsters (Supervisory and Professional Unit) Collective Bargaining Agreement and City policy.

City of Bellingham employees receive medical, dental, and vision insurance as well as life insurance and long-term disability. Additional benefits include flexible spending accounts, a medical insurance opt-out program, and access to our employee assistance program. All eligible City employees are enrolled in a Washington State Department of Retirement Systems pension plan. Additionally, employees may elect to participate in the City’s 457 deferred compensation retirement savings plan.

Employees will receive 12 paid holidays in addition to one paid floating holiday each year. At the time of hire, employees will accrue 8 hours of sick leave and 10 hours of vacation per month. Vacation accruals increase based on years of service. Leave accruals are based on 1.0 FTE, accruals are pro-rated if part-time and require employees to be in paid status at least 120 hours/month.
