Whatcom Community College welcomes applications for the Student Conduct Officer/BIT Case Manager position. The Student Conduct Officer/Behavioral Intervention Team (BIT) Case Manager is responsible for the overall support and coordination of Whatcom Community College's (WCC's) Office of Community Standards. This role provides guidance regarding values and standards which integrate students' rights, responsibilities, and expectations to foster a healthy, safe, and inclusive learning environment. This position will provide case management for students participating in the student adjudication process and/or BIT process. The Student Conduct Officer/BIT Case Manager also provides consultation, guidance, and training for employees who are working with students of concern and/or who are in crisis by assisting and assessing student behaviors as needed and connect students to campus and community resources. This position will also administer the student conduct process and case manages students to support retention and completion, and in order to maintain a safe and inclusive learning environment. Reporting to the Director for Community Standards and Residence Life, this position will provide culturally responsive education and training for WCC's students and employees.
Duties include but are not limited to:
-Provide support to coordinate and administer the student conduct process and procedures. Investigate alleged violations of the student code of conduct, adjudicate student conduct cases, schedule and manage student conduct meetings and hearings using WCC's judicial process and procedures. Determine and communicate student conduct process, procedures, sanctions, and conditions to students.
-Provide resources and guidance to faculty and staff regarding office and classroom management issues and concerns. Take appropriate action to resolve issues with faculty, staff, and students.
-Serve as a Behavioral Intervention Team (BIT) member. Assist in the development, deployment, and evaluation of reporting and decision-making protocols in order to proactively identify and engage in culturally responsive interventions and support student success and retention.
-Record minutes of weekly BIT meetings as needed. Capture and manage case information in compliance with college, state, and federal regulations and requirements.
-Field, screen, triage, and manage intake; conduct case review and best practice, rubric-based case review and assessment of students who may pose a threat to harm themselves or others in collaboration with BIT and law enforcement partners. Initiate referral to campus and community resources as necessary. Follow-up with all students through case management and document all actions taken on active cases.
-Proactively advocate for and seek support for students of concern by closely collaborating with resources and stakeholder across the campus and community. Evaluate and make suggestions for professional development, growth, and process improvement for students of concern.
-Facilitate training programs and learning outcomes for employees and students on awareness, management, referrals, and reporting protocols. Assist with the development of communication materials, using a variety of media formats to support outreach efforts with faculty.
-Enhance evaluate and update Community Standards and Behavioral Intervention Team internal and external web site information.
-Remain current and trained on standard and best practices, emerging strategies and interventions, and research at the local, state, federal, and international levels, supporting the reduction of threats to the campus community and connecting students of concern to the supports necessary to enable their retention and success. This includes training and professional development with Title IX, Violence Against Women Act (VAWA), National Behavioral Intervention Team Association (NaBITA), harm to self and others D-Scale rubric, threat assessment, emergency management, Clery Act, and applicable local, state, and federal laws.
-Participate in the development of quarterly, annual, and bi-annual goals in support of the college's work plan. Contribute to WCC's institutional assessment plan and all service improvement plans.
-Support the process and procedures related to Residence Life including policy violations, Resident Advisor training, policy and procedure evaluation and revision, conflict resolution, crisis intervention, and other areas of overlap.
-Participate in resource development and grant writing.
-Perform other duties as assigned or delegated by the Director for Community Standards and Residence Life.
Qualifications, Salary and Appointment
-Bachelor's degree from an accredited institution.
-Two (2) years of demonstrated experience in case management.
-At least one (1) year experience with student conduct investigations and adjudicative hearings, or similar investigative and adjudicative hearings experience.
-Master's degree from an accredited institution.
-Knowledge of higher education law (including Title IX, Clery Act, Campus SaVE, and VAWA), student development, and student conduct programs.
-Demonstrated competency and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, ideological, ability, economic, cultural, gender/sexuality, and racial/ethnic backgrounds.
-Demonstrated knowledge and experience with conflict resolution, de-escalation, and crisis management.
-Proficiency in case management software and performing work in databases.
-Excellent verbal, listening, writing, problem-solving and interpersonal communication skills and experience working successfully in a team dynamic.
-Demonstrated ability to work under pressure and prioritize competing demands.
Salary and Appointment:
This is a 12-month, full-time appointment, exempt from Washington State civil service law, with the salary of $42,000-44,000 annually, DOE.
